Purpose of the Role

Reporting to the Head of Risk Management & Insurance, the Business Continuity & Risk Manager will work closely with the management teams of all Ofcom Groups to support the development and management of their business continuity planning and risk management objectives. You will be a member of the Risk Management team, which also includes the H&S Manager, and Information Security Manager. You will work to become a valued, respected and trusted partner to the business. You will be viewed by the business as a subject matter expert with a specialism in business continuity management, who actively supports business initiatives, shares best practice and delivers valued guidance.

Requirements of the Role

- The position is responsible for developing and implementing plans and strategies to keep the company business running after disruptive events.
- Keep the contingency machinery in 'ready' mode at all times so that rapid action can be taken for loss mitigation and asset protection in the event of any disruption.
- Work with the departments of Ofcom to ensure that regulatory obligations are satisfied to protect the assets of the company in case of disruption.
- Setting up a system for the timely identification and resolution of issues before they increase into disruptive problems.
- Prepare a contingency training programme and impart organisation-level training to all employees to deal with any unforeseen business disruption.
- Conduct periodic reviews of the existing Business Continuity Plans and make necessary suggestions and recommendations to top-level management.
- Assist the Head of Risk Management and Insurance with the responsibility of the risk management process within Ofcom, liaising with the management and project teams to ensure that Group risk registers are reviewed and updated regularly.
- Work with the Head of Risk Management and Insurance to ensure risks are escalated where appropriate and that the integrity of the risk process is maintained.
- Oversee the completion of an annual review of Ofcom's business continuity planning.
- Lead the annual cross-business Major Incident exercise.
- Work with the H&S Manager and Information Security Manager as a team to create Ofcom's Risk Management function.

Skills, knowledge and experience

- Expertise and practical experience of business continuity and risk management.
- The ability to work with senior executives across the business to achieve effective business continuity planning throughout Ofcom.
- Experience of working in a matrix organisation.
- The ability to spot threats to achieving Ofcom's objectives, and how to protect Ofcom from those threats.
- The ability to cut through complex issues to see and communicate the bigger picture.
- The ability to support all group functions in Ofcom, in a pragmatic manner, to ensure resilience and effective risk management.
- Strong networking and consulting skills.
- Able to work across different departments and at different management levels.
- Demonstrated experience in handling a variety of stakeholders in different environments.
- Strong interpersonal and diplomatic skills, including cultural awareness, so that you can establish and maintain good working relationships internally.
- Strong project management skills, including the ability to manage a varied and demanding workload and to prioritise effectively in an agile manner, being flexible and adaptable to changing or ambiguous circumstances.
- A demonstrated ability to communicate clearly, concisely and confidently to a variety of audiences, both orally and in written form.
- The ability to work independently, seeking guidance whenever it is needed, as well as to work collaboratively within a team.


- Member of a recognised professional body, either the Business Continuity Institute, the Institute of Risk Management, or AIRMIC.
