Overall purpose of role
Supporting the Liquidity Risk Oversight Team in the development and maintenance of oversight processes via: review of the ILAAP(s), maintenance and of liquidity controls, management of bank-wide Liquidity Risk issues, annual RCSA (Risk Control Self-Assessment) process, development and maintenance of the Liquidity Policy and Standards and Group-wide liquidity oversight projects.
About Funding and Liquidity Risk
As a key pillar of Barclays Treasury and Capital Risk, the Funding & Liquidity Risk team is responsible for the definition, measurement and monitoring of Barclays\' liquidity risk as well as oversight of the Treasury function\'s management of liquidity risk.
The Group consists of two main functions:
Liquidity Risk Methodology & Limits
Liquidity Risk Oversight
The Liquidity Risk Oversight team is responsible for the development of liquidity risk governance and oversight at the Group and entity level.
The team\'s work is split between day-to-day and project-based tasks. The team works very closely with the relevant Treasury and CCOs teams.
Key Accountabilities
The role holder will have accountability for the following:
Support the development and maintenance of Liquidity Policy and related Standards, in line with the Enterprise Risk Management Framework
Review and challenge the Group Funding Plan, including commenting on viability and contingency measures in BAU and stress conditions
Assisting in the Annual Risk Appetite review and MTP (Medium Term Planning) review with First Line of Defence team
Preparation of material for various internal liquidity risk forums/committees, as well as material for monthly regulatory meetings
Review and perform analysis on liquidity risk impacts for any new business and products and present to management for sign off
Support and maintain various governance/oversight tasks (including RCSA process, issues and controls management, ad-hoc audit queries)
Support the completion and delivery of the Group/BUK/BI ILAAP reports to the PRA, on time and as per regulatory requirements, ensuring appropriate governance and approval processes
Assisting in providing a summary on liquidity risk issues/remediation plans/non-compliance to the various risk committees and monthly Control meetings
Provide support to Treasury teams regarding Liquidity Risk Oversight queries
Stakeholder Management and Leadership
The role involves liaison with senior management (VP and Director level) within the Treasury and Capital Risk function, as well as other stakeholders (Treasury and Reporting across entities), in addition to interaction with Regulators (PRA, etc) and Internal Audit. The ideal candidate will have strong communication skills and the ability to deliver information concisely to senior management.
Decision-making and Problem Solving
The role involves significant decisions to be made within tight deadlines and often times it is imperative that the candidate is able to propose solutions and take ownership of the delivery of a project/resolution of an issue and lead with minimal guidance.
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
Person Specification
Understanding of liquidity risk, including risk assessment, measurement and reporting
Experienced in implementation and development of risk framework/policies

Degree educated with qualification a plus

Essential Skills/Basic Qualifications:
Confident, clear & articulate, with the ability to engage with Risk staff at all levels, including the Treasury and Capital Risk Business Manager, Heads of key risk areas & their direct reports
Excellent co-ordination skills, with a proven ability to manage multiple conflicting deliverables within tight timeframes
Organised individual, with strong attention to detail, and effective, clear communication skills, both written and oral.
Ability to deal with multiple internal and external stakeholders, at all corporate levels including senior management.
Desirable skills/Preferred Qualifications:
Strong control mind-set, with a good understanding of the importance of a robust governance and control structure. Knowledge of this within a Risk environment is not required but would be advantageous.
Strong analytical skills, with the ability to review, digest and then challenge a wide range of Risk related information, ranging from technical (eg models) concepts to controls and process descriptions.
Change agent, with a proven ability to drive forward & effect change within teams.
Experience within Treasury and Capital Risk is not a pre-requisite but would be beneficial
